Looks like a super boom and a bad set up short rigged. 

I don't think its a texas boom. Its hard to say for sure but it looks more like a recovery gone bad. The right front outrigger wasn't out and the boom over the cab. The pump might have flipped first and the crane was trying to lift it up again.. Sad situation..

If that was a recovery who in their right kind would think a tower crane would have the capacity to upright that pump?!?
